1. Initiate economic development activities within the zone to maintain current employment levels and attract 500 jobs and generate $15 million of additional tax base and associated economic stimulus in the zone over the next 10 years. (Lower taxes by creating economic value within the zone.)

2. Promote awareness of zone residents and local media about the opportunities and long term benefits of the zone while encouraging participation of all eligible businesses in at least one zone activity. (Create an environment, which encourages and promotes dialog.)

3. Improve the physical appearance and perceived image of the enterprise zone. (Increase the overall level of property maintenance and city beautification to reflect Bedford's climate as an excellent environment in which to live and work.)

4. Facilitate in matching the labor demands of zone businesses and employment supply of zone residents with the aim of improving long term transferable employment skills and employability of zone residents. (Lower the zone unemployment rate over the next 10 years.)

5. Actively recruit venture capital and additional funding from public and private sources for start-up enterprises, expansion projects and community activities, designed to improve the overall economic strength of the zone
